Close to a year since the 13th General Election, Malaysians are still coping with the aftermath of the most hotly contested elections ever in the country where the Opposition won the popular vote for the first time but failed to win the federal seat.
This phenomenon can be explained by two BERSIH 2.0 projects – one past and one current – that can also form the basis of future actions by civil society to prevent this lopsided state of affairs.
The first is the PEMANTAU report, the result of a joint project with Malaysians for Free and Fair Elections (MAFREL) and Pusat KOMAS. The project trained more than 2,000 citizens to become election monitors in 87 parliamentary seats in GE13. The PEMANTAU report documents their observations and findings. Released online on 10 Sept 2013, it will now be launched in Penang and distributed free at the event at Caring Society Complex, 250 Jalan Utama, 10460 George Town on 30 March 2014.
The second is BERSIH 2.0’s Delineation Action & Research Team (DART) campaign, which was launched recently in Petaling Jaya on 9 March. DART is a joint project with the Johor-based ENGAGE in response to the Election Commission’s upcoming redelineation, the fairness of which BERSIH 2.0 has little confidence in, based on their past performance. DART seeks to educate and train citizens on the role they can play in ensuring the integrity of the redelineation process, which has a huge impact on election results and may deflect the will of the people, as seen in GE13.
DART workshops have been conducted in Petaling Jaya, Johor Bahru, Melaka and will now be held in George Town, after the launch of the PEMANTAU report.

Pelancaran Laporan PEMANTAU & Bengkel Persempadanan Semula Kawasan Pilihan Raya akan diadakan pada 30 Mac 2014, jam 2.30 ptg di Komplek Masyarakat Penyayang
BERSIH 2.0 menjemput semua rakyat, terutamanya sukarelawan PEMANTAU, ke pelancaran buku “BERSIH & ADIL? – Laporan Pemantauan Pilihan Raya Umum Malaysia ke-13”.
Buku ini ialah hasil pantauan rakyat Malaysia terhadap PRU13 untuk mengurangkan dan menghalang penipuan dalam pilihan raya tersebut.
PEMANTAU (Projek Pemantau Pilihan Raya Rakyat) telah melatih lebih daripada 2,000 rakyat sebagai pemerhati, yang telah bertugas di 23 Kawasan Parlimen pada Hari Penamaan Calon, 51 kerusi ketika masa berkempen dan 87 kerusi semasa Hari Pembuangan Undi.
Di samping itu, BERSIH 2.0 juga akan mengadakan Bengkel Persempadanan Semula Kawasan Pilihan Raya.
Bengkel ini diadakan kerana Suruhanjaya Pilihan Raya akan mengatur semula sempadan kawasan pilihan raya tidak lama lagi. Persempadanan yang tidak adil menyebabkan nilai undi pemilih yang berbeza-beza. Akibatnya, keputusan pilihan raya tidak akan mencerminkan kehendak rakyat yang sebenarnya.
Bengkel ini dianjurkan oleh BERSIH 2.0 bersama ENGAGE di bawah projek DART Delineation Action and Research Team, atau Pasukan Tindakan & Kajian Persempadanan.
Tujuannya adalah untuk menggalakkan semua pengundi yang mahu mencegah penyelewengan pilihan raya dalam proses persempadanan supaya bersuara mempertahankan sempadan kawasan pilihan raya masing-masing.
