Suruhanjaya Pilihan Raya (SPR) Mesti Mengamalkan Tahap Akauntabiliti dan Tanggungjawab yang Tinggi dalam Pilihan Raya

Gabungan Pilihan Raya Bersih dan Adil (BERSIH2.0) mengambil maklum pilihan raya kecil yang bakal berlangsung di P67 Kuala Kangsar dan P93 Sungai Besar. Memandangkan keadaan politik yang kurang menentu, adalah penting untuk pilihan raya kecil tersebut dijalankan dengan bebas dan adil.
Walau bagaimanapun, integriti proses pilihan raya masih amat diragui, ekoran pengalaman pilihan raya negeri Sarawak pada bulan lalu. Berdasarkan pemantauan Pilihan raya yang telah dijalankan, BERSIH 2.0 telah mengetengahkan tujuh kategori kesalahan pilihan raya yang berulang kali berlaku semasa pilihan raya negeri Sarawak.
Kesalahan-kesalahan tersebut termasuklah: rasuah, perbelanjaan kempen berlebihan, ugutan, penjamuan, berkempen pada hari mengundi, mengangkut pengundi, dan menggunakan aset dan sumber kerajaan.
BERSIH 2.0 juga menolak tindakan menawarkan projek pembangunan, wang, atau ugutan yang bertujuan mempengaruh dah meraih sokongan pengundi. Dorongan dan ugutan sedemikian adalah tidak wajar, tidak adil, dan harus dihentikan.
Peranan SPR bukanlah terhad kepada pengendalian aturcara pilihan raya. SPR harus meningkatkan tanggungjawab untuk memastikan proses pilihan raya bebas dan adil. Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) turut memainkan peranan penting untuk mengambil tindakan terhadap rasuah dan perbelanjaan kempen.
BERSIH2.0 dan rakyat Malaysia menyeru dan menuntut supaya SPR, SPRM, parti-parti politik dan calon-calon mengamalkan tahap tatalaku yang tinggi semasa pilihan raya kecil.
BERSIH2.0 menuntut:

  • SPR menjalankan tanggungjawab dengan tegas, adil, dan tidak berat sebelah. Ini termasuk mengambil tindakan terhadap parti ataupun calon yang melanggar undang-undang pilihan raya.
  • SPRM menjalankan tanggungjawab memantau gejala rasuah dan perbelanjaan kempen semasa pilihan raya kecil

BERSIH 2.0 akan menggerakkan PEMANTAU untuk memantau proses pilihan raya dan pihak-pihak yang terlibat seperti parti politik, calon, dan SPR. Orang awam boleh menghubungi hotline BERSIH jika mempunyai informasi tentang kesalahan pilihan raya semasa pilihan raya kecil di Sungai Besar dan Kuala Kangsar

Election Commission Must Adopt Higher Standards of Accountability and Responsibility in Elections

The Coalition for Free and Fair Elections (BERSIH2.0) notes the significance of the upcoming by-elections in P67 Kuala Kangsar and P93 Sungai Besar. Given the political uncertainty facing our nation, it is urgent that the by-elections are conducted in a free and fair manner.
However, there are severe concerns on the integrity of the electoral process in view of what has happened during the Sarawak state election last month. Based on our monitoring, BERSIH2.0 has previously highlighted seven categories of election offences that were repeatedly observed and reported during the Sarawak state elections.
These include: bribery, unauthorized expenses during the campaign period, intimidation, treating, campaigning on polling day, ferrying of voters to polling station, and use of government machinery.
BERSIH2.0 also strongly oppose any offers of development projects, monies, financial gains, offers and threats that are tied to or implied as return for support of any particular parties. Such undue influences, briberies, and threats have to stop.
The role of Election Commission is not only limited to the facilitation of voting process. It must adopt higher standards of responsibility to ensure elections are free and fair given the weaknesses in the electoral system. The Malaysian Anti-Corruption Commission on the other hand, has absolved itself from taking cognizance of the excessive political financing and bribery at elections.
BERSIH 2.0 and the people of Malaysia expect and demand for higher standards to be set by the Election Commission, MACC, as well as the political parties and candidates.
BERSIH 2.0’s demands:

  • BERSIH 2.0’s Code of Conduct to be adhered. Election Commission, candidates, political leaders and political parties to abide by BERSIH’s Code of Conduct and the Caretaker Government Guidelines during the campaign period and polling day. We believe that voters have a right to make an informed choice at the ballot box, and this is an effort to ensure that voters have the information they need.
  • EC to carry out its statutory responsibilities stringently, impartially and without fear or favour. This includes taking actions on candidates or parties, regardless of their political affiliations, that break the Election laws.
  • MACC must take full responsibility and monitor bribery and excessive electoral financing at the two by-elections.

BERSIH2.0 will mobilise independent observers (PEMANTAU) to monitor the conduct of the political parties and election commission. Members of the public can contact our hotline if they observe any electoral misconduct during the by-elections.
